I'm Phil, and I build the platforms that make engineering teams faster. At Xcel Energy I stood up a custom application development capability from scratch, grew it to around 60 engineers across four teams, and then consolidated it cost-consciously. Most recently I built an internal AI developer-productivity platform on AWS Bedrock and Claude that runs agentic workflows and measures whether AI actually moves delivered value, not just activity.
